A kavling is a plot already split off a larger parcel, sized for one house or one business building. Most sit inside a housing complex or an area developed in stages, with a block number, a neighbourhood road and drainage. For many buyers a kavling is the way to own a home built to their own design, or an asset that can be built on whenever they are ready.
The first thing to check is the title. Make sure the plot has a certificate of its own, ideally a freehold title (Sertifikat Hak Milik, SHM) split from the parent certificate, rather than still riding on the developer's or landowner's parent title. If the split is still in progress at the National Land Agency (Badan Pertanahan Nasional, BPN), ask how long it will take and put the agreement in a conditional sale agreement (Perjanjian Pengikatan Jual Beli, PPJB) before the deed of sale (Akta Jual Beli, AJB) is signed before a land deed official (PPAT).
Next come access and surroundings. Check the width of the road to the plot, whether it is a public road or a complex road still owned by the developer, and whether electricity and water are available. In much of South Kalimantan residential land is filled-in swamp, so ask how high the fill sits above the road and whether the area floods in heavy rain or at high tide.
Check the zoning too. A plot in a residential area can take a house, but a business building such as a shop or a warehouse needs land zoned for it. Before you build you will need a building approval (Persetujuan Bangunan Gedung, PBG), which replaced the old building permit (IMB), from the local regency or city government.
Plots are usually bought outright, in instalments paid directly to the owner or developer, or with a bank land loan (Kredit Pemilikan Tanah, KPT) for plots whose certificate has already been split. With direct instalments, make sure the payment schedule, when the certificate is handed over, and what happens if a payment is late are all written into the agreement.

It is, when the paperwork is clear. Make sure the plot has its own certificate or, if the split is still in progress, that a written agreement says when the certificate will be handed over. Check too that the seller really is the owner or the developer entitled to sell, and that the land is not in dispute or pledged as collateral.
There is no standard size. Inside a complex a plot for a house usually runs between 100 and 300 square metres, such as 10 by 15 metres or 10 by 20 metres, while a roadside plot for a business can be wider. More important than the area are the frontage, the shape of the plot and the road access.
