Many workers in Indonesia first hear about Tapera because a deduction shows up on their payslip, or because it made headlines. What gets less attention is the useful side: how Tabungan Perumahan Rakyat (Tapera), the public housing savings scheme, can help someone who is trying to buy a first home. This article explains it from a buyer’s point of view, in plain terms.
One note up front. Tapera’s rules have changed more than once and are still being debated publicly. So we are not quoting contribution rates, income ceilings or detailed criteria here. Treat this article as a map, and confirm the current details with the managing agency, Badan Pengelola Tapera (BP Tapera), before you make any decision.
What Tapera Is
Tapera is a long-term savings scheme for housing finance. Participants put money aside regularly over a set period. BP Tapera manages the fund, and part of it is used to finance homes for eligible participants, mainly lower-income people who do not own a home yet.
The idea is mutual support. Participants who already own a home, or who earn more, also save, and their savings remain theirs. Meanwhile, eligible participants can access financing at a lower interest rate than a typical commercial mortgage.
Who Takes Part
Broadly, Tapera covers salaried workers in both government and private employment, plus self-employed people who register themselves. For employees, registration and deductions are usually handled by the employer. Self-employed participants pay in on their own.
Exactly who is required to join, when that requirement applies to each group of workers, and how much they contribute is the part that changes most often. If you are an employee, the fastest way to find out is to ask HR. If you are self-employed, check BP Tapera’s official channels.
How Tapera Helps With a First Home
For first-time buyers, the appeal is access to financing with a lower rate and a long tenor. The benefit types known so far include:
- Kredit Pemilikan Rumah (KPR), a mortgage to buy a first home.
- Kredit Bangun Rumah (KBR), a loan to build a home on land you already own.
- Kredit Renovasi Rumah (KRR), a loan to renovate your first home.
These loans go through banks that partner with BP Tapera. You still deal with a bank, fill in forms, hand over documents and pass an eligibility check. Your credit history in the financial services authority’s database, Sistem Layanan Informasi Keuangan (SLIK) OJK, still gets reviewed. If you have never looked at yours, read our guide to checking SLIK OJK before a mortgage first.
BP Tapera is also involved in channelling the government’s subsidised housing finance. If you are considering a subsidised home, our article on subsidised housing covers its conditions and limits, such as restrictions on renting it out or selling it within a set period.
Criteria That Usually Apply
Without quoting figures that may change, a few criteria have consistently applied to the financing benefits:
- You are a registered participant and have saved for at least a minimum period.
- You fall within the lower-income group as defined by the current ceiling.
- You do not own a home yet, since the benefit is meant for a first home.
- You meet the partner bank’s requirements, including the ability to repay.
If you are married and both of you work, ask whether the income test uses your individual income or your combined household income. That affects whether you still qualify. For the general picture on applying as a couple, see mortgages on combined income.
If You Never Use the Financing
Not every participant will use Tapera’s mortgage facility. Some already own a home, some earn above the ceiling, and some choose a commercial mortgage because they want a home outside the programme’s criteria.
Their savings are not forfeited. The money stays recorded in the participant’s name and is paid back, with returns, when participation ends, for example at retirement or for other reasons set out in the rules. Check with BP Tapera on when and how a payout works, because this is where a lot of confused information circulates on social media.
Practical Steps Before You Apply
If you want to use Tapera to buy a first home in Banjarmasin, Banjarbaru or elsewhere in South Kalimantan, this order of steps helps:
- Confirm your participation. Ask HR or check BP Tapera’s official channels that you are registered and that your contributions are recorded.
- Check eligibility. Compare your income and home ownership status against the criteria in force today.
- Work out what you can afford. A lower rate still means a monthly instalment. Be honest about it, and include costs outside the instalment, covered in the costs people forget when buying a home.
- Choose a home that fits the programme. Financing programmes usually cap the price and set specifications. Ask the partner bank before you pay any booking fee.
- Prepare documents. Usually similar to a normal mortgage application: ID, family card (Kartu Keluarga), proof of income, and a statement that you do not own a home if requested.
One thing specific to South Kalimantan: many affordable housing estates sit on swamp land or filled ground on the edge of town. A financing programme helps with money, but it does not check whether a site floods when heavy rain meets a high tide. You still need to inspect it yourself.
What to Watch Out For
Because Tapera involves many people’s money, some will try to exploit the confusion. Be wary of offers like “I can get your Tapera paid out faster” or “guaranteed Tapera mortgage approval” in exchange for a fee. The official process runs through BP Tapera and the partner banks, not through individuals.
Be careful too with housing marketing that says “Tapera accepted” without any detail. Ask which bank handles it, whether the home actually meets the programme criteria, and what happens if your application is rejected. Find out whether the booking fee comes back, or how much is deducted, and get that in writing.
Wrapping Up
Tapera is not a shortcut, but for lower-income workers without a home, it can make the instalment far more manageable. It comes down to three simple habits: make sure you are registered, check the current rules directly with BP Tapera, and choose the home as carefully as you would with any other purchase.
