# Property in Batulicin, Tanah Bumbu: Port Town, Coal, and Palm Oil

Vorneo Property · [南加里曼丹](https://vorneo.id/zh/artikel/topik/kalsel/) · 2026-11-06

Batulicin is the seat of Tanah Bumbu Regency, on the south-eastern coast of South Kalimantan. By road from Banjarmasin it takes roughly five to six hours, so its property market has its own character and doesn't follow the pattern of the towns around Banjarmasin.

Tanah Bumbu grew out of coal mining, oil palm plantations and a port. This guide explains the parts of the town, who looks for property there, and one extra check that big-city buyers rarely need: overlapping land permits.

We don't quote prices, because land and house prices here depend heavily on location and can change fast. Compare several real offers on site and ask about past sales nearby.

## Batulicin, Simpang Empat and the surrounding area

People often say "Batulicin" for the whole area, but there are several parts:

- **Batulicin** is the regency seat and the port area.
- **Simpang Empat** is close by and is the commercial centre, where ruko and mining-support service offices gather.
- **Kusan Hilir** has grown as a residential area around the seat.
- **Satui** in the south is known as one of the oldest coal mining areas in the regency.
- **Sungai Loban** is relatively open, and often the destination for people looking for large plots.

So when you see an ad for "land in Batulicin", ask for the district and village. Distance and character can differ a lot between the parts.

## The port as a gateway

Pelabuhan Batulicin has long been a route for goods and people, including the crossing to Kotabaru on Pulau Laut. Port activity draws workers, traders, suppliers and supporting businesses such as workshops, warehouses and eateries.

For a buyer, this means the value of commercial property on the roads toward the port tends to follow what happens there. When activity is busy, ruko and warehouses are easy to rent. When it weakens, a ruko at the same spot can go quiet.

If you're also considering Pulau Laut, read the [guide to property in Kotabaru](/en/artikel/properti-di-kotabaru-pulau-laut/).

## Who looks for property here

Demand comes from a few groups:

- **Mine, plantation and port workers**, who need a house or room near work.
- **Civil servants, teachers and health workers**, posted to the regency seat.
- **Small business owners**, who open shops, workshops, eateries or guesthouses.
- **Settled migrants**, who buy a house for their family.

The second and fourth groups are often forgotten, yet they tend to stay when mining activity is slow. Choose a property that still appeals to them.

## The extra check: mining, plantation and forest permits

In a big city, buyers usually check the certificate and zoning. In Tanah Bumbu, much of the regency is covered by coal mining permits (IUP, izin usaha pertambangan) and plantation use rights (HGU, hak guna usaha). The land you're eyeing may overlap one of them, especially if it has no certificate yet.

A land right and a mining permit are two different things. Having a certificate doesn't automatically mean the site is safe from a new mine opening nearby.

A sensible set of checks:

1. **Kantor Pertanahan and the BHUMI map.** See whether the parcel is registered, and whether an HGU or other right sits on it.
2. **The provincial ESDM office.** Ask whether the site is in or near a mining permit area.
3. **The regency spatial plan.** See the permitted use of the site. How is explained in the [article on checking land zoning](/en/artikel/cek-tata-ruang-tanah/).
4. **The forestry office.** Ask whether the parcel is inside forest estate. Land in forest estate can't be traded like ordinary land.
5. **The village office and residents.** Ask who held the land before, and whether there are boundary disputes.

For land documents that come from a village letter or segel, read [SKT and segel land letters](/en/artikel/skt-dan-segel-tanah/). The certificate check steps are in [how to check a land certificate](/en/artikel/cara-cek-sertifikat-tanah/).

## Houses, ruko and land: what people usually look for

**Houses.** Housing around Simpang Empat, Kusan Hilir and Batulicin suits families and workers. Ask about the access road, clean water and electricity, because some locations are still developing.

**Ruko.** Simpang Empat and the main roads in Batulicin are the busiest spots. Check the land status (SHM or HGB), how many years the HGB has left, parking, and who the previous tenant was. The renting guide is in [tips for renting a ruko](/en/artikel/tips-sewa-ruko/).

**Land.** Land on the edge can look cheap, but the permit checks above have to be finished before you pay. Also read [tips for buying land in South Kalimantan](/en/artikel/tips-beli-tanah-kalsel/).

**Plantations.** If you're looking at a small oil palm plot, its land status needs closer checking. See [legal checks for a plantation](/en/artikel/legalitas-kebun-sawit/).

## Buying to rent out

Rents in a mining town follow mining activity and contractor contracts. Calculate with vacant months and a rent lower than the busy-season rent, not with the best figure you've heard. A worked example and the usual risks are in the [guide to mining-town property](/en/artikel/properti-kota-tambang/).

If you're aiming at company or contractor tenants, also read [renting a house as an employee mess](/en/artikel/menyewakan-rumah-untuk-mess-karyawan/).

## Surveying from far away

Because of the distance, many buyers from Banjarmasin or elsewhere want to decide from photos and video. That is risky. Some things you can do:

- Ask for a live video from the site, including the access road and surroundings.
- Ask the owner, or a relative of yours who lives there, to look in person.
- Don't transfer a deposit before a local PPAT or notary has checked the documents.
- Plan one full visit, including the village office and the Kantor Pertanahan.

On avoiding fraud, read [avoiding property scams](/en/artikel/menghindari-penipuan-properti/).

## Steps before buying

1. Decide your purpose: living, renting out, or a business.
2. Pin down the exact location: district, village and distance to the centres of activity.
3. Run the five permit checks above.
4. Calculate with conservative rent and occupancy.
5. Involve a local PPAT before you pay.

Available houses are on the [houses for sale in Tanah Bumbu](/en/properti/rumah-dijual/tanah-bumbu/) list, and ruko for rent on the [ruko for rent in Tanah Bumbu](/en/properti/ruko-disewakan/tanah-bumbu/) list. If you'd like property there marketed, we take [titip jual](/en/titip-jual/) listings (you hand us the property to sell).

## 常见问题

### What is the difference between Batulicin and Simpang Empat?

Batulicin is the seat of Tanah Bumbu Regency and its port area. Simpang Empat is close by and is the commercial centre, where many ruko (shophouses) and service offices cluster. In property searches the two names often appear together, so ask the seller for the exact location.

### How do I make sure land in Tanah Bumbu doesn't overlap a mining or plantation permit?

Check the parcel at the Kantor Pertanahan (land office) and on the BHUMI map, ask the provincial Energy and Mineral Resources office (ESDM) about mining permit areas, ask the forestry office whether it is forest estate, and ask the village office about the boundaries. One source alone is not enough.

### Is a house in Batulicin a good one to rent out?

It can be, because mine, port and government workers need housing. But demand rises and falls with mining activity and projects, so calculate with vacant months and a rent lower than your first estimate.
