# Running a Business From Your Home in Indonesia: Zoning, NIB, Neighbours and Tax

Vorneo Property · [Legal & Documents](https://vorneo.id/en/artikel/topik/legalitas/) · 2026-10-25

Plenty of businesses in South Kalimantan start at home: a stall on the front porch, catering from the kitchen, tailoring in the front room, an online shop with stock in the back bedroom, or a small consulting office. While it stays small and the neighbours are happy, nobody tends to mind.

Trouble starts when the business grows, customers park in front of other people's houses, there's noise or smell, or you apply for a loan and the bank asks about your licences. This guide covers what to check before and while running a business from a house, and what it means if you're shopping for a home with this in mind.

## Check the zoning first

Every city and regency has a spatial plan that sets which activities are allowed where. Houses in residential zones can generally host small, low-impact businesses, but the limits are set in each area's RDTR (Rencana Detail Tata Ruang, the detailed spatial plan).

The usual distinctions:

- Work done mostly at a laptop, like design or consulting, rarely causes problems.
- Businesses with regular visitors, like a salon or a food stall, are more sensitive because of parking and crowds.
- Businesses with machines, chemicals or waste, like a workshop or a large laundry, often don't belong in a residential zone.

How to read zoning is covered in our guide on [checking land zoning](/en/artikel/cek-tata-ruang-tanah/). If in doubt, ask the city office that handles spatial planning.

## Register an NIB through OSS

The NIB (Nomor Induk Berusaha) is a business ID issued through the OSS (Online Single Submission) system. You register yourself online, and it's free.

When registering, you choose the matching KBLI (Klasifikasi Baku Lapangan Usaha Indonesia, the standard business classification code). The system then sets the business's risk level:

- **Low risk.** An NIB is generally enough as the basic licence.
- **Medium risk.** Usually needs a standard certificate on top.
- **High risk.** Needs a licence checked by the relevant agency.

For micro and small businesses, the spatial compliance requirement is usually met with a self-declaration in OSS. Be honest when filling it in, because it can be checked.

Home food and drink businesses usually need a separate product licence too, such as the SPP-IRT (Sertifikat Produksi Pangan Industri Rumah Tangga, the home food production certificate), and halal certification for some products. Ask the local health office.

## Estate and cluster rules

On top of government rules, many housing estates have their own rules set by the developer or estate manager. Gated clusters tend to be stricter: some ban signboards, limit visitors, or don't allow businesses that bring in customers.

Read these rules before you buy if you plan to run a business. We compare the two in our guide to [gated clusters vs open estates](/en/artikel/cluster-atau-perumahan-biasa/).

## The neighbours still decide a lot

Many regions have scrapped the old nuisance permit (izin gangguan) that used to require the neighbours' consent. In practice, though, complaints to the RT (the neighbourhood head), the kelurahan or a local agency can still lead to a warning or a closure.

Habits that help:

- Tell the RT and your nearest neighbours about the business before you start.
- Manage customer parking so nobody's gate or lane gets blocked.
- Keep noisy work to reasonable hours.
- Deal properly with rubbish and waste, especially oil and food scraps. In neighbourhoods with small drains and swampy ground, as in much of Banjarmasin, kitchen waste dumped carelessly clogs the drains fast.

## The building and the PBG

If the business leads you to change the building, say opening the front wall into a shopfront or adding a floor for storage, think about the PBG (Persetujuan Bangunan Gedung, the building approval). A change in the building's function or structure may need an updated PBG. Our guide to [the PBG that replaced the IMB](/en/artikel/mengenal-pbg-pengganti-imb/) explains it.

If the business grows to the point where the house becomes a full-time workplace, consider moving to a ruko (shophouse). We compare the options in [land, house or shophouse](/en/artikel/tanah-rumah-atau-ruko/).

## The effect on PBB

PBB is calculated from the NJOP (Nilai Jual Objek Pajak, the assessed value) of the land and building. Running a business from home doesn't automatically raise it. Adding to the building or changing how it's used can affect the assessment when records are updated, though.

Each region sets its own rules, so ask the local revenue office (Badan Pendapatan Daerah, or Bapenda) if you change the house in a meaningful way.

## Mortgaged and subsidised houses

If the house is still under a KPR (Kredit Pemilikan Rumah, a home loan), read the loan agreement. Some agreements restrict changes of use or major renovations without telling the bank.

Subsidised houses have stricter rules. They're meant to be lived in by the owner for a set period. A small stall is often tolerated, but turning the house into a full business can breach the terms. Ask the bank that issued the loan, and see our guide to [subsidised housing](/en/artikel/mengenal-rumah-subsidi/).

## Why the paperwork still pays off

Many home business owners put off getting an NIB because the business feels too small. Yet an NIB and the other basic licences are often needed for things that help a business grow:

- Opening a bank account in the business's name.
- Applying for a business loan.
- Registering as a seller on some marketplaces, or supplying offices and government agencies.
- Joining support programmes run by the local government.

An NIB also puts your business on record at a clear address, which helps customers and partners trust you.

And if you sell the house one day and move the business, tidy records make changing the business address much simpler.

## If you're house hunting with a business in mind

Things worth checking on a viewing:

1. The width of the road in front and room for parking.
2. The zoning in the RDTR.
3. The estate or cluster rules.
4. The electricity capacity, since business equipment often needs more power.
5. Drainage and a place for rubbish.

## The short version

A home business is normal and legal as long as it fits the zoning, is registered with an NIB, doesn't bother the neighbours and doesn't break your mortgage terms. Start small, keep your licences on record, and move to a shophouse when the business needs its own space.

If you're looking for a house that can double as a place of business, the Vorneo Property team can help narrow down the options to fit what you need.

## Common Questions

### Does a small home business need an NIB?

It's a good idea. The NIB (Nomor Induk Berusaha, business identification number) is registered through the OSS (Online Single Submission) system and acts as the business's ID. For low-risk businesses, an NIB is generally enough as the basic licence. Check your business classification in OSS.

### Can a subsidised house be used for a business?

A subsidised house is meant to be lived in by its owner, and those rules bind for a set period. Ask the bank that issued the mortgage before starting a business that changes how the house is used.

### Will running a business from home raise my PBB?

Not automatically. PBB (Pajak Bumi dan Bangunan, the land and building tax) is based on the assessed value, but changes to the building or its use can affect that assessment. Ask the local revenue office.
