# Gated Cluster or Open Housing Estate? Comparing Fees, Security and Rules

Vorneo Property · [First-Time Buyer](https://vorneo.id/en/artikel/topik/beli-rumah-pertama/) · 2026-10-25

House hunting in Banjarmasin, Banjarbaru and the surrounding area, you will come across two kinds of housing. There are clusters: gated compounds with a single entrance and a security post. And there are ordinary open estates, where anyone can drive through.

Both have their pros and trade-offs. This article compares them on cost, security, rules and resale value, so you can pick the one that fits how you live.

## What Is a Cluster?

In the Indonesian property market, "cluster" usually means a group of houses inside a closed compound. Typical features:

- One or two entrances with a security post.
- A perimeter wall around the compound.
- Uniform house designs.
- Internal roads that aren't a through route.
- A management body that collects a monthly fee.

An ordinary or open estate has no perimeter wall. Its roads connect to public roads, and the neighbourhood is usually looked after by the RT and RW (the local neighbourhood units) or by residents themselves.

## The Monthly Service Fee

Running costs are the main difference. In a cluster, residents pay a monthly IPL (Iuran Pengelolaan Lingkungan, an estate management fee). It covers security guards, cleaning, street lights, garden upkeep, and sometimes other facilities such as a pool.

Ask before you buy:

- How much is the IPL each month, and is it charged per house or by land area?
- What does it cover?
- Who runs it: the developer, a management company, or a residents' association?
- How often does it go up, and who decides?
- If buying a resale house, are there unpaid fees from the previous owner?

The IPL is a fixed cost for as long as you live there, on top of the mortgage. Build it into your monthly budget from the start, alongside the other costs in [hidden costs of buying a house](/en/artikel/biaya-tersembunyi-beli-rumah/).

Open estates have fees too, such as security and rubbish fees for the RT. They are usually lower, but so is the level of service.

## Security

Security is often the main reason people choose a cluster. A single entrance makes strangers easier to spot, and guards on duty give peace of mind, especially for families who are often away.

But how safe a cluster feels depends on how it is run. Guards who only work certain hours, or a gate that is always open, don't add much. During your visit, check:

- Are guards on duty 24 hours?
- Are visitors logged at the gate?
- Is there working CCTV?

An open estate isn't automatically less safe. A neighbourhood where residents know each other, run night patrols and keep the street well lit can be just as secure. See [home security tips](/en/artikel/tips-keamanan-rumah/) for more.

## Residents' Rules

Clusters usually have written rules that bind every resident. They keep the place tidy, but they also limit what you can do. For example:

- No changes to the facade or front paint colour.
- Limits on fence height, or no fences at all.
- Restrictions on adding a storey.
- No businesses run from home.
- No parking on the estate roads.
- Rules on pets.

If you plan to open a small shop, add a room or rent the house out, ask about the rules early. Get a copy, not just a verbal explanation.

Open estates give you more freedom. You can renovate or run a business as long as it fits the building permit and zoning and doesn't disturb the neighbours. The same freedom applies to your neighbours, so the street can change faster, for example when the house next door becomes a workshop or a shop.

## Price and Resale Value

Cluster houses usually sell for more than a similar-sized house in an open estate, because buyers pay for the security and the orderly surroundings.

At resale, a well-kept cluster appeals to buyers who put family comfort first. A cluster with expensive fees and neglected facilities, though, can be hard to sell, because buyers see the cost without the benefit.

An open estate in a good location, especially near a main road, has a different advantage: houses at the front can be turned into business premises, so the pool of interested buyers is wider. Where a house sits within the estate also affects price, as covered in [corner plots and T-junction houses](/en/artikel/rumah-hook-dan-tusuk-sate/).

## If You Plan to Rent It Out

If you are buying to let, think about who your tenants will be. Young families and office workers often like clusters. Tenants who need space for a small business or parking for a large vehicle may suit an open estate better. Also check whether the cluster rules restrict renting. Our guide to [property for rental](/en/artikel/properti-untuk-disewakan/) has more.

## Local Things to Watch

In Banjarmasin and nearby, check the drainage whether you choose a cluster or an open estate. A cluster's perimeter wall can sometimes block water from reaching drains outside the compound if it wasn't designed well. Visit after heavy rain and see how quickly the water goes down.

Ask too whether the estate's infrastructure has been handed over to the local government. In a cluster, roads and drains are often still maintained from the IPL. How to check is covered in [checking public facilities in a housing estate](/en/artikel/cek-fasum-fasos-perumahan/).

## Which One Suits You?

A cluster suits you if you:

- Travel often and want peace of mind while the house is empty.
- Have young children and want quiet internal roads.
- Are happy to pay a regular fee and live with residents' rules.

An open estate suits you if you:

- Want lower monthly costs.
- Plan to run a small business or renovate over time.
- Prefer a neighbourhood that residents run together.

## The Short Version

Before choosing, ask about the IPL and what it covers, see how the security actually works, get the residents' rules in writing, and think about your plans for the next five to ten years. Pick what fits how you live, not what looks best in the brochure.

## Common Questions

### What is IPL in a gated cluster?

IPL (Iuran Pengelolaan Lingkungan) is a monthly residents' fee that pays for security, cleaning, street lighting and upkeep of shared facilities. The amount is set by the management or agreed by residents, so ask for the figure and what it covers before you buy.

### Is a house in a cluster easier to resell?

Clusters often appeal to buyers who put security and a tidy environment first, but it depends on how well the cluster is run. A cluster with high fees and neglected facilities can actually be hard to sell.

### Can I renovate a house in a cluster?

Usually yes, but many clusters have rules on facades, fences and adding a storey to keep the area uniform. Get a written copy of the rules before buying if you plan to renovate.
